And now I know how tables are set in Italy. Some are complete and if something is missing elsewhere, the waiter gets it from one of these tables. Until someone sits at such a robbed table and gets the missing parts elsewhere. It is particularly about coffee spoons. Maybe they are just so poor that they don't have enough spoons.
