Two hours flight from Buenos Aires is Salta in the mountainous northwest of Argentina. The center of the country's eighth-largest city, with 550,000 inhabitants, offers some beautiful colonial buildings and an elegant square lined with cafes. But as soon as you leave the center, desolation and absolute traffic chaos prevail. The air pollution is very high, and stray dogs roam in packs everywhere.
